Financial standings of local governments are not reasons of complaints not addressed

SHAH ALAM: Financial standings of local governments whether it is a surplus or deficit are not the reasons for complaints not being met and dealt with.
According to Selangor State Exco Ean Yong Hian Wah, it is the prerogative of local governments to deal with complaints from residents and stakeholders.
"Expenses (for local governments) will be offset by proceeds received whereby expenses will take into account the cost, benefit and importance of expenditure incurred," he said in a written reply to a question from Razaly Hassan (PAS- Dusun Tua) at the Selangor State assembly today.
Razaly asked whether local governments fail to deal with complaints from residents and stakeholders due to their financial constraints.
Yong replied that it is not an excuse as to why they can't deal with complaints and added that the responsibility solely lies on the local governments' ability to deal with such complaints efficiently.
He said for expenses not included in the local government's annual budget, they should follow the Local Government Act of 1976 (Act 171), section 57 which states: "No local authority shall incur any expenditure which has not been included in the approved estimates except with the sanction of the State Authority,"
He said that local governments that have deficits will be monitored through the yearly budget approval to offset its financial standing.
